The City of Toronto provides the funding for this program through its Community Partnership and Investment Program. Art practiced at a community level creates a powerful sense of inclusion, understanding and the possibility of self-expression among participants. It can involve one or more art practices, such as music, dance, theatre, visual arts, and storytelling, but the collaborative involvement of professional artists1 with community members is a necessary component. TAC contributes to the development of community arts in Toronto by supporting community-engaged arts activity that demonstrates vision and excellence. In addition to funding professional arts organizations and community groups engaged in community arts activities, TAC recognizes the vital contribution amateur arts organizations make to the cultural life of Toronto and provides funding opportunities to assist these groups to access professional artistic leadership. 1 TAC has a broad interpretation of the term professional that is not related to income but to an artists level of experience and commitment to one or more artistic disciplines. A professional artist is someone who has specialized training in the field (not necessarily in academic institutions), who is recognized as such by his or her peers (artists working in the same artistic tradition), who has a history of public presentation, publication and/or production and who is committed to devoting more time to her/his artistic activity if financially feasible. If you have any questions with regard to determining professional credentials for eligibility to this program, please contact Community Arts Officer Dan Yashinsky. ELIGIBILITY To be eligible for Project funding, applicants must be incorporated non-profit organizations or unincorporated collectives that operate on a not-for-profit basis. A collective is defined as a group of two or more artists working together under a group name, either on a single project or on an ongoing basis. First-time applicants to the Community Arts program must speak with the Community Arts Officer prior to submitting an application in order to confirm eligibility. This funding cannot be used to support an organizations ongoing staff or faculty salaries. This program does not support schools, tuition-funded training programs, or curriculum-based programs. Applicants may apply in one of four categories. Community Arts is a growing field, full of experimentation and innovation. TAC is open to projects that bring artists and communities together in original and creative ways. If you have an idea for a Community Arts project that does not fit any of the following categories, please contact the Community Arts Officer to determine eligibility. 1. Community Arts Residency: This category provides support to community groups wishing to host a professional artist over a significant period of time. In a community arts residency, the artist brings her/his art form to the community, working with a variety of community members in a way that encourages maximum participation in every aspect of the artmaking. The process of collaboration is as important as the resulting artistic product. a) Short-term residency: Takes place over a period of one to three months. Maximum grant is $6,000 1. b) Long-term residency: Takes place over a period of four to twelve months. Maximum grant in this category is $15,000 1. 1 Requests to TAC may not exceed 50% of project budget. In-kind contributions may not exceed 25% of the project budget. The budget must show revenue from other sources. Applicants to this category are advised to develop a Letter of Agreement between the host organization and the resident artist. For assistance, go to: www.torontoartscouncil.org/comm-arts_template.htm. 2. Arts Access This category provides support for arts programs in underserved neighbourhoods and communities. Applicants may include community service organizations, professional arts organizations and artists collectives. Grants in this category are intended to help overcome barriers to participation in the arts. Examples of possible barriers are age, physical ability, geography, or socio-cultural and economic barriers. Maximum grant in this category is $10,000. 3. Community arts festivals: This category supports fees and salaries for professional, Toronto-based artists and artistic directors participating in community-based arts celebrations. Eligible events can include festivals, pageants, and multi-disciplinary events that celebrate a particular neighbourhood or community. The arts must be the central focus of the celebration. Please note that the funding priority for this category is the cost of the professional artistic fees and salaries. Requests may not exceed 30% of the project budget. Maximum grant in this category is $10,000. 4. Artistic Development: This category provides assistance to amateur arts organizations for special projects that will increase their artistic skills, knowledge and range of creative expression. For example, an amateur theatre company may wish to hire a professional director or acting coach, a visual arts guild may wish to bring in a workshop leader with special expertise, etc. The grant is for the fees of the professional artist(s) leading the Artistic Development project. Requests may not exceed 50% of the project budget. Maximum grant in this category is $4,000. Applicants must be located within the City of Toronto and the activity for which the grant is requested must occur within the City of Toronto. Applicants may receive only one grant per calendar year through Toronto Arts Council. Project funding is not intended to support an organization/collectives operating costs and ongoing activities. Arts organizations/collectives engaged in annual, ongoing community arts activities may be eligible to apply for annual activity funding. Please contact TACs Community Arts Officer for details. The following are not eligible to apply to this program: Organizations/collectives that receive Toronto Arts Council annual activity funding; Educational and religious institutions, unless there is a clear demarcation at both the program and budget level between their regular activities (i.e. religious/congregation activities or educational/student body activities) and their arts activities; Schools that are part of Ontarios public or private education system; Individual artists. Project applications submitted to the March 3 deadline must be for projects commencing after June 1. Project applications submitted to the August 1 deadline must be for projects commencing after November 1. TAC does not fund retroactively. Projects that have commenced prior to the adjudication will not be considered. VALUE OF GRANT TAC does not fund 100% of a project budget; maximum grants available vary according to category, (See below.) Applicants must indicate a range of revenue sources, which may include donated goods and services. Applicants may receive less than the full amount requested. Maximum Grants Community Arts Residency: Short Term (1-3 months) 50% of budget up to $6,000 Community Arts Residency: Long-term (4-12 months) 50% of budget up to $15,000 Arts Access Up to $10,000 Community Arts Festivals 30% of budget up to $10,000 Artistic Development 50% of budget up to $4,000 These grants contribute to the direct costs associated with a community-based arts project, including artistic fees (for Community Arts Festivals, artistic fees are the main focus of the grant category), production and technical costs, marketing and publicity costs, administrative costs, etc. This program requires the payment of artists fees. In the case of Community Arts Residency and Arts Access projects, where a portion of permanent staff or administrative resources are dedicated to the project, you may estimate the value of these resources and include a detailed breakdown in the budget as in-kind revenue. Costs related to equipment purchase, capital projects (e.g. building purchases, renovations, etc.), film/video production, archiving, publishing, awards and award ceremonies, art therapy, fundraising events/projects and deficit reduction are not covered by these grants. Costs related to activities occurring outside of the City of Toronto are also not covered (e.g. touring, travel, etc.). APPLICATION PROCESS Applicants are required to complete the Community Arts Projects application form and to submit all requested support material. The form and the support material are essential to the evaluation process. Applicants should complete the application form as accurately as possible, adding separate sheets where necessary and taking careful note of any additional materials requested under the various headings. Each section must be complete when the application is submitted and the application must be signed by two members of the organization/collective. (In the case of an incorporated organization, one of these signatures must be that of the Board President.) Attachments must be printed on white 8.5" x 11" paper, one side only; do not use coloured or fancy paper. The checklist included with the application form must be filled out to ensure that the application is complete. Applicants must submit the original plus one copy of their application, including the application form and the written attachments in alphabetical order by section (A-G) as requested. Each copy must be collated and fastened with a secure paper clip; do not bind, staple or place applications in separate envelopes or folders. Submit one copy of the completed checklist and one set of support material (see Support Material section below for detailed requirements). Applications must be received at TAC no later than 5:00 p.m. on the application deadline (regardless of postmark date) and are accepted earlier. The deadlines for Community Arts Projects applications are March 3, 2008 and August 1, 2008. It is the applicants responsibility to ensure the application is complete and on time. Late or incomplete applications will not be accepted. TAC does not accept applications submitted by e-mail or fax. Applicants are encouraged to contact TACs Community Arts Officer to ensure that their project and organization/collective are eligible for support prior to completing an application form. SUPPORT MATERIAL In addition to the information requested in the application form, applicants may submit the following: audio/visual support material in the following formats: CD, audio cassette, DVD, VHS, photographs. a maximum of six pages of printed support materials (including press clippings and support letters) on white 8.5" x 11" paper, one side only. Do not send originals. TAC is not responsible for the loss or damage of support material, however caused. Audio/visual support materials submitted with this application will be available for pick up at TACs offices for a limited time as indicated in the grant notification letters. Any support material not picked up within this period will be discarded. ASSESSMENT PROCESS All applications for Project Grants are reviewed first for eligibility by a TAC Grants Officer. TACs Community Arts Committee then assesses all eligible applications. The Community Arts Committees grant recommendations are approved by the TAC Board of Directors. TACs Community Arts Committee is a volunteer committee of practising artists, other arts professionals and individuals involved in community-based arts activities in communities and neighbourhoods across the city. Committee members are selected on the basis of their familiarity with and specialized expertise in a broad spectrum of artistic styles/practices and their direct experience in the Toronto arts community. Committee members are also selected to try to achieve fair representation of gender, diverse cultural communities and City areas. Each year, arts organizations/collectives are invited to nominate peers interested in serving on TACs Community Arts Committee. These nominations should be submitted on a nomination form, available from TAC. Committee members serve maximum three-year terms. Project funding is recommended only at the discretion of the Community Arts Committee. This is a competitive program. Applicants should be aware that approval is not automatic solely on the basis of meeting the general eligibility requirements. The Community Arts Committee evaluates all eligible applications in a comparative context and makes funding decisions based on the availability of funds, the program objectives, and the following assessment criteria: the demonstrated involvement of both community members and professional1 artists in the design and implementation of the project; the artistic excellence of the proposed project and its innovation in form, interpretation and/or content; the quality of experience the project will provide to the participants and the benefits it will provide to the larger community; the quality and effectiveness of the applicants community outreach and/or audience development strategies; the financial viability2 of the proposed project and the ability of the applicant to carry it out. In applying the assessment criteria, the Community Arts Committee will consider each applicants self-defined artistic goals and objectives, geographic and artistic environment, available resources and stage of development. 1 See page 1 of Guidelines for definition of professional artist. 2Assessment of financial viability includes consideration of unrestricted reserves. Please refer to C3 section of application. NOTIFICATION Applicants to the Community Arts Projects program will be notified of results, by letter, within three months of the deadline. Results are not released over the telephone. APPEALS TAC currently offers project applicants the opportunity to appeal the decision of the assessment committee if they were not recommended a grant. Applicants eligible for appeals will be notified in the grant notification letter. CONDITIONS OF FUNDING Successful applicants will receive a Letter of Understanding with their grant notification letter. The Letter of Understanding will detail the terms and conditions of their grant. Grant cheques will not be released until the signed Letter of Understanding has been returned to TAC. Successful applicants must include visual acknowledgement of TAC support in all promotional materials, advertising and programs related to the project being funded. The TAC logo is supplied to grant recipients; specifications for the size and placement of the logo should be commensurate with that of other donors or sponsors that have provided similar financial support. In lieu of the logo, the recipient may use the phrase "produced with the support of the City of Toronto through Toronto Arts Council." Grants may only be used for the purposes outlined in the application. Material changes to the nature or scope of the project must be reported promptly to TAC. In such cases, TAC may require full or partial repayment of the grant. Grant recipients who have not commenced their work on the project within a year of the receipt of the grant must also notify TAC. Grant recipients are required to file an artistic and financial report on their project within three months of the projects completion, using the project report form provided by TAC. Applications for future grants will not be considered until reports on previous grants have been received and approved by TAC. TACs Community Arts Committee members and staff attend client performances and events. Grant recipients are required to send TAC information on any public performances or events presented in the context of their grant-supported projects. This information should be mailed, faxed or e-mailed to the Community Arts Officer. In addition to the aforementioned general conditions of funding, TAC reserves the right to place conditions on the release of grants (for instance, confirmation of venues, programming, performances, other sources of funding, etc.). Any specific conditions associated with a grant will be contained in the Letter of Understanding. REPAYMENT OF GRANT The grant must, on the request of TAC, be repaid [in whole or in part] to TAC, if the grant recipient: breaches any of the terms and conditions of the grant; knowingly provides false information in the grant application; uses the grant for purposes not approved by TAC; breaches any of the provisions of the Ontario Human Rights Code in its operations; ceases operating prior to completion of the project; ceases to operate as a non-profit organization or collective prior to completion of the project; winds up or dissolves prior to completion of the project; merges or amalgamates with any other party prior to completion of the project; commences or has commenced against it any proceedings in bankruptcy, or is adjudged a bankrupt, prior to completion of the project. The strategy encompasses the learnings of the Community Safety Plan as well as the directions proposed by the Strong Neighbourhoods Task Force, a joint project of the United Way of Greater Toronto and the City of Toronto with the support of the Government of Canada and the Province of Ontario. The City of Toronto has placed increasing emphasis on identifying vulnerable neighbourhoods and targeting resources to improve outcomes for their residents. The strategy for strengthening neighbourhoods takes place within a context in which some areas of the city are at greater risk of negative outcomes than others. Persistently low incomes and a widening income gap between the rich and the poor in many communities threatens the social cohesiveness that has marked the success of the city. Some neighbourhoods have experienced increasing levels of gun violence and criminal gang involvement resulting in city-wide concerns about community safety. An unequal distribution of services and facilities has left some neighbourhoods less well-equipped to deal with the social challenges they face.
